I have a custom built desktop media center with a Ati HD3470 (dual DisplayPort out) using a HDMI adapter so I can hook it to the TV. Quite often the screen will flash or flicker on and off, sometimes really fast and it may stay off for a long time before ever coming back on. I tried using the other ports and cables, updating drivers and wiggling connectors with no success. I don't want to send the card back but I will if I have to.

Foxconn G31MV-K
3GB DDR2 Kingston
ATI (Dell OEM) HD 3470
250W PSU that came with the case.

The power supply only has a 20 pin connector while the mobo has a 24 pin. Do you think this could be the cause? But when I put in another card I have (Gefroce 8600 GS) there are no problems and I don't even have to connect the 6 pin power connector to the card. The ATi card does not have a power connector though. Do you think it could still be a problem due to a lack of power from the PSU?

It might be that you cable is faulty or that graphic card time has come. try a new graphic card 3470 is very old.

I am also facing the same flickering issue after migrating the display from VGA to HDMI.

I found that, display flickers if someone at home press any power button... For my case its power / earthing issue. Such power issue will not cause any problem for VGA display.

I suggest to verify your power also.
