I dont know the exact name,but in the bios there should be a power settingwhich doesnt shut it down 100%
Asus boards have a piece of software called AI charger which powers these ports when the pc is powered down. It is useful to charge phones etc. This more than likely can be disabled from within the software suite. I cant see anything in the bios to control this feature.
