Question about water cooling system and GPU cooler alternative

I've recently bought a case (Fractal Design r4 titanium grey windowed)
My GPU is r9 290 atm, in near future i'll take another and cross it
I was thinking to buy XSPC raystorm 750 ax 240 (price 210$ cca)
I must admit, i never installed water cooling system yet, reading and watching youtube i saw that this option is "noob" friendly ^^

what do you suggest to buy for GPU cooler or is there any system/kit available on market to solve my problem?
Is it possible to run water block through them?
AND please, if it is possible to suggest something (price limit is 300$)

For beginners, NZXT has a great alternative. You can use the NZXT Kraken x60 and use their new Kraken G10 to mount it onto your graphics card. For the CPU I recommend a Corsair H105. All of this is below 250 USD.

it says that does not support 1150 socket (i didn't mention it before, my bad)
i7 4770k
2x140mm fans can get in my case?
