I'm looking to purchase a lot of GPU from AMD but I don't seem to find a contact list for the manufacturer. Is it even possible to buy straight from the manufacturer?

if you're looking to just buy 5 or 20 graphics cards, you'll have better luck with the retailer or MAYBE (but unlikely) a distributor.
if you're looking to buy 1,000 or more GPU chips as JUST the chips (like buying an i3 processor), then that might be the right contact.
if you're looking to buy 20 bare GPU chips, nobody is going to bother - there's no business case for it.

If your talking about 50 VGA cards or more then perhaps you can contact a AMD partner. AMD doesn't make VGA cards except for the FireGL. The AMD Partners you could contact are Sapphire, PowerColor, XFX, Asus, Gigabyte, MSI, HIS. If the amount is too small they will send you to a distributor or a reseller.
If you mean the actually GPUs good luck the new ones are highly allocated and the chance of AMD wanting to add a new OEM may be slim. There will be lots of requirements and money required you'll need a good lawyer and accountant to go through all the paperwork, Good luck.

You can look for the where to buy link on the AMD Partner website and choose between reseller and distributor. With the reseller you will likely have to pay tax, but you can order them faster though stock may be more limited. With the distributor you will have to fill out a reseller application, but you can get better stock. Many of the partners have rebate programs that can give you a percentage of what you sell back to you monthly or quarterly. Usually only purchases made through distributors count in those partnership programs, and not all AMD partners may offer them.
