PSU is too loud

So I recently bought a new rig, about 3,4 months ago. But I cannot tolerate this anymore. I got the OCZ ZT 650W modular PSU and it is so freaking unbelievably loud. I opened up the case and took it out and started the PC with a screwdriver blocking its fan. As soon as I let go I could hear a very noticeable difference. Of course since the case was open I could hear the other fans too so it wasn't too clear. But I am 99% certain that the sound of a blowdrier down there is wholly down to the PSU.

I don't want to replace the fan. It looks way too complicated for me, so would like a new PSU. Can you recommend any PSU that really are quiet? It could also be 550W (gtx 770 and i5 4570k), the 650 was just to be safe. Preferably modular as well so I really can just take out all the cables screws out new one screwed in and cable back in.

Now the case is such that the PSU is at the bottom and it stands in a corner so maybe that amplifies the sound a bit, but still this is way too loud. It's really starting to bother me just watching films...

Ok thanks, I live in Europe so the sale is sadly not relevant. Is this a quiet PSU? And one other question, is there a point to try to RMA the unit? I mean I have used it for a few months now, but then it is just a bit ridiculous. Feels like it is on 100% even in idle (although still a really loud 100%).
