I'm kind of stuck between the 760 or 7950 and I was wondering that, If I go with the gtx 760 what would be the better option?

Gtx 760 Direct cuii OC
Gtx 760 superclocked
Gtx 760 MSI

At higher resolutions and when you crank up AA in certain games you may want to have more than 2GB but for the most part it's fine.
The 760 is said to be a little bit faster than the 7950 but you have to consider what games you will be playing because in some games AMD cards are faster than Nvidia cards and visa versa.

Thing is though, most of the 7950/7970 card are sold out right now. The few that are available are way overpriced.

If you can come up with a little extra cash, I would get a GTX 770. It's more powerful than either of those cards and priced very reasonably right now.

It may just be my game choice but I noticed an improvement after I switched to the 760 from a 7950. Also nvidia has more and better features such as shadowplay and geforce experience. They also seem to have a little better drivers. I don't always suggest nvidia but I'd buy a 760 over a 7950 every time

Asus makes a really nice card. MSI gaming is also good and evga is always a solid choice. Between evga acx, asus direct cu 2 and msi gaming I'd just get the cheapest or the one that matches the color of ur other hardware. Maybe if all is equal asus just because they always seem to have quality items. Gigabyte has good coolers but they locked voltage on some cards last genoration so I'm not a big fan of theirs.
