$700 4k system

I'm playing around with the idea of buying one of those 39" Seiki 4k TV's to use as a monitor and was wondering if it's possible to build a PC that will function well for $700. Not really concerned about gaming, but may do very low level video editing. My main concern is being able to multi task as I will do a lot of web browsing. Thanks for any help.

The screen will double as a TV for my room and I thought the potential of a large high resolution monitor was cool. Is there no benefit to viewing web pages in 4k?

no there is no benifit to viewing pages in 4k.

when webpages are made they are created to be as compatible as possible, which often means creating them at resolutions of 1024x768 and similarly low resolutions as they want the page to be view by as many people as possible, not just those with very large / hi rez displays.
