How can I connect to my netgear wireless router without and ehternet cable

Default settings on a new router may have the WiFi security set to off. If the security is on by default, the access key should be on the router label. Use the laptop WiFi to connect to the router and follow the process from there. If this is an already set up router you need to rework, you can do a hardware reset to return it to factory settings and go from the start.
The alternative is buying a USB to Ethernet adapter.

You shouldn't use wireless connection for router setup tasks relating to wireless settings. You must use wired connection for that.
