cl factor in memories

hello i want to ask if that memory
Beast - 16GB Kit* (4x4GB) - DDR3 2400MHz CL11 Intel XMP DIMM
Part Number: KHX24C11T3K4/16X
Specs: DDR3, 2400MHz, CL11, 1.65V, with those specs and with a cl 11, is more faster than a memory of the same brand with a frequency 1866 mhz and cl 9. i heard that a lower cl number makes the memory faster but in this case they increase the mhz and increase the number. i want you to tell me what exactly the cl number is. what it counts and how this number effect the speed of the memory. Another example is that with the corsair memory (CMD16GX3M4A2666C11)
and the (CMD16GX3M4A2666C10) the c10 and the c 11 give so much difrence in speed in an equal at first sight memory?
