Computer keeps restarting after I shut it down

I have a brand new computer running on Windows 8.1. Every time I shut the computer down it automatically restarts itself.

I reinstalled windows already because of another issue with Windows 8.1 apps not working.
I unchecked the "reboot on system failure" option in the windows system settings.
I have turned off all "Wake on" settings in my BIOS.
Nothing is working. Does anyone have any ideas?

n some mb it can be a bios bug. pull power from the wall let the mb drain then clear the cmos and see if that fixes the issue. if not check that the motherboard running the newest bios file.

Hey, ive got the same issue. did clearing the cmos fix it or was it if u flashed ur mobo? cos if i can help it id rather not flash.
