i used this product key off my broke laptop and it worked on my custom built pc so if i upgrade my cpu and mobo will the code work again

More than likely, the install onto a custom PC required a phone call and a sympathetic MS Tech. If so, you may get lucky again. If not, I'd give it another try, but I'd have enough left in budget to get a new license if necessary.
