Low core voltage for I5-4670

My friend just recently put a computer together and is getting wonky readings on CPUID. Core voltage is jumping anywhere from .200 to 1.1V. Is this likely a power deficiency? And could it cause damage to the system?
 
Core temps are moving up and down because intel saves power. And it do not make any damage.
It works just fine :) If it is stable with full load. You can try this with intel burn test or something other test program.
Use real tems for monitoring tems during the test :)
