cpu usage jumping from 20-60%

built a computer myself a few months ago, randomly blue screens, however that is a problem for another day....
completely unrelated to the bluescreen however is a more recent problem where my cpu usage constantly fluctuates between 20-60% (or a little more or less)
the fluctuation problem has only happened recently (within the last 2 weeks) and this is only the second time it's happened, last time it just went away on it's own after 2 days, i ran a full system (symantec) virus scan and it found nothing both times.
stats are as follows
OS: win 7 home premium 64 bit
cpu: intel core i7 4770k @ 3.5ghz
ram: 16 gb dual channel ddr3 @ 666mhz (9-9-9-24)
motherboard: msi z87-g45 gaming (ms-7821) (socket 0)
graphics: 3g nvidia gtx 780 (zotac)
harddrives 224 gb ssd, 2tb st2000

I wouldn't recommend scanning with an antivirus software, they keep viruses and that type off of your computer alright, but I scan with Malwarebytes anti-malware frequently to detect any hard-to-find buggers. Download Malwarebytes for free, you can google it to verify that it's legit if you don't believe me, but make sure to get it from a good source. Anyways, I'm not sure if this could be an issue, but your RAM speed is crazy low. Did you buy 666 MHz RAM or is it downclocked? Because that strikes me as a bad thing. The spike in CPU usage could be due to background processes caused by malware or viruses, so give Malwarebytes a try. Also, the fact that you BSoD frequently is really, really bad on a new PC. you may have a faulty part, most likely that slow RAM or your CPU. Good luck!

Well i looked into it and my graphics card is rated to 1600 mhz so after looking how to clock it back up (i hadn't underclocked it) i looked through my bios and didn't find anything, however the problem seems to have passed...inexplicably...again... i think the next time it happens i'm going to just reinstall my os thank you for your answer though

Your graphics card is rated to 1600 MHz? You are confused. Your RAM is rated for 1600 MHz, my GTX 770 is pretty heavily overclocked and is just under 1300 MHz core. As long as your RAM is default 1600 and your motheboard supports it in a dual channel configuration for speeds of 1600 MHz you should be okay. I would reset your BIOS to default before you reinstall Windows, that is a pain. You should have an option in the BIOS to restore all settings to default, if not, you could either do a flash back or reinstall Windows.

unfortunately the problem seems to have passed again, as before it lasted only 2 days and now it's gone, without having made any changes.
if it happens again i'll be sure to reply to this thread w/ my current processes and what they are consuming.
also, sorry apcs13 that was a mistype, my ram is 1600 mhz, not my graphics card.
