Speedfan shows wide temperature difference between CPU and temp1

I recently installed speedfan to try and monitor my computer's overheating problem. It has previously shut down due to overheating and tends to run very hot. I'm intending to clean it out with compressed air to try and help this.

Question: Speedfan lists my temperatures while running crusader kings 2 as:
GPU 103 C
4 cores: mid 90's C
Temp1: 27 C

Why is there such a large discrepancy? Is my sensor broken? Any ideas?

It's a Dell Studio 1458.
Approximately 3 1/2 years old.
Windows 7 64-bit. 6 GB RAM. 500 GB HD.
BIOS A04.

There doesn't seem to be any air outflow, yet I took it apart and the fan spins easily so I'm thinking the dust buildup is probably the cause.

HWMonitor lists the 27 C temp as the motherboard itself. It never fluctuates though and so it seems odd to me that they would put the motherboard sensor so far from any elements that there wouldn't be any heat pollution. Especially given how high the other temperatures are.

I took the computer entirely apart and cleaned it quite thoroughly. However that doesn't seem to helped much if at all. Having just turned it on and opened this my core temperatures are at 63 C and are edging their way up into the 70s.
I'm not convinced my CPU fan is spinning at maximum speed since I've certainly heard it be louder. Any thoughts?
