Maybe PSU Problem

I have been having sudden reboots without any shutdown screen when i try to play games on my custom built pc. In the error log it shows error kernal 41. After doing a lot of searching on this forum and others i have done many tests including prima96 furmark and other stress tests. All of these test have not been able to recreate the conditions to make my computer restart. As well as it restarting it also fails to turn on sometimes. The LEDs and fans turn on for a split second then off again. Also if i have external accessories plugged in via usb it wont load. After pulling my hair out i have found a program which shows me my voltage and my +12v is showing as 4.416 and my -12v is showing as 9.116. Can i be safe in saying my psu is the definite problem ? Just need a little help here before i purchase a new one. Thanks

Solution
Nope that's not a decent PSU : Tier 4 - Not Recommend for stressful situations. May not be able to put out full rated power above room temperature, and may slightly fail to meet ATX specs.

Replace it.

Thanks guys gonna go get a corsair 850 tomorrow and see if that fixes the problem
