is it normal for my amd athlon 64 3200+ to reach 98 degrees when i open internet explorer?

I start up my custom built PC and it runs fine then I open the internet and all of a sudden the CPU temp goes from 48 degrees to 98 degrees. Is it normal?
motherboard is an asus k8v deluxe.
AMD Athlon 64 3200+ cpu.

Have done all the cleaning and re-applying but still no temp difference. I can even feel a high amount of heat coming away from the area so I don't thing it is a mobo problem.
