is it normal for my amd athlon 64 3200+ to reach 98 degrees when i open internet explorer?

I start up my custom built PC and it runs fine then I open the internet and all of a sudden the CPU temp goes from 48 degrees to 98 degrees. Is it normal?
motherboard is an asus k8v deluxe.
AMD Athlon 64 3200+ cpu.

Sorry for the very very very late answer! Not very polite of me. This happens to all of my browsers and sometimes even on MS Office. I reapplied the TP and tried a different cooler but it still ran hot. you can even fell that amount of heat coming off of the chip.
