According to the specification sheet, there's no mention of Windows 8 compatibility, so if you already have the cable you'll just have to try it to see if works.
Failing that, put your old drive into an external hard drive enclosure and plug it in to a USB port on your Windows 8 machine.

No reason at all that it shouldn't, it's just a crossover USB cable at its heart. You don't even need the software that comes with it, you can download the latest Easy Transfer Wizard for XP directly from Microsoft.
