I had a problem with graphic card but it´s done by updating my bios. however , after updating with the latest driver (332.21) and rebooting my pc,my screen looks strange like showing white borders .really I don't know how to call it. I don't even have an idea about video problems but maybe this picture can help me out explaining my situation

I am using a HDMI cable. windows 8 x32.
just in case the picture above was taken with a phone camera and shows what I watch.

Additional Details

my graphica card is Gigabyte geforce gtx 660 ti 2gb OC

I found another term in order to describe What´s going on , Fuzzy (or blurred)

I wish anybody would help to fix it

ok problem solved. I was googling and one post said I had to change my hdmi cable . so I did it for one dvi cable and It worked. can anyone explain why that happened? for cable quality? etc. However it had started working so bad (using hdmi cable) after installing the drivers of my graphic card. I need answers
