Choppy Flash Video

I've tried before but I will try again. Flash player is choppy when I first start the PC, I then restart the PC and it is fine. The sound on the video works fine but the video is like 1 Frame a second. Any ideas? Its not to do with my internet connection, I have also gone to previous versions of Flash player, but no luck.

Thanks for your reply, it's the same in every browser, it's also the same in different pieces of software like steam. I have tried re installing Windows. I tried disabling hardware acceleration. .. no difference. The only other thing that might help is that I can watch html5 videos.
 
If you re-installed Windows already, does it fail like this soon as you go though all the updates or does it take a while? Are all the drivers installed, especially for the video card?

You said Steam does this also, you mean the games play very slowly or the actual program acts up? How did you rule out the internet connection? Other computers work OK in the house?

Yeah other computers work fine, and it streams html5 video fine. It didn't take long for it to go bad again after the re install. Games work fine but videos within steam like trailers for things. All drivers are completely up to date. I'm thinking I might have to try previous versions again.
