Let me start out by explaining my situation. Everything was running fine until about 4 days ago, The day after I installed my new gtx 760, then I noticed my computer was getting a little "Jittery". Now, I say jittery but it wasn't stuttering constantly you could just feel the computer being slower than it used to be.
I first realized the problem when Firefox would randomly have fits of "not responding", they each wouldn't last more than 30-50 secs but they happened with a good deal of frequency. Opening up a new tab after doing nothing for a bit, Not responding. Open a new page, not responding. Now, I thought this was a Firefox error alone so after trying to fix it (to no avail) I just gave up and installed chrome.
But then guess what! Same deal It would have periods of not responding and just general sluggishness. Although, it happened at a lesser rate than Firefox. But then I noticed something else. I went to play Crysis 3 and the game was unplayable! The frames were fine, they weren't dropping. But the game itself felt broken! Music would skip, you couldnt walk forward fluidly you had to continue to press the w button every other second to keep moving. But the game visual wise ran fine! The visuals looked fine no blurring or artifacts. Now, I was at a part of the game where the AI controlled cannon turret is trying to blow you up, the cannon still fired fluidly and had no problems shooting my spazing self as I stuttered across the field.
So I was confused, The only part of the game that was broken was my movement some music and dialogue...wonder if its just crysis? Nope same deal happend in Skyrim.. Though In Skyrim it seemed I got farther in game per W push without stopping.
Now this wasn't the only problem, Now files and programs would take a stupid long time to load or start. Opening or completing actions in folders would sometimes cause that folder to go unresponsive.
Now I was confused, and the internet offered no help to my movement issue. So I tried the normal running CCleaner on web,applications, cleaning registry, Defragging the harddrives in Windows and with defraggler. Nothing fixed the game issue or the file problem..or the general "slowness" (but the browsers run all clean now) So I decided to do a clean uninstall (with guru 3d DDU) of my Nvidia drivers and tried rolling back to the last stable release (331.82) So to test it out I played FarCry3.
In FarCry 3 the problem was so bad you had to press W every time you wanted to move forward another step. But I kept playing through FarCry 3 a little to see if that was the only problem. Now this was only the first stage and so far all I had done was stutter and try to avoid guards. When the game prompted me to throw a rock (complete my first real action other than WASD controls) The game froze as soon as I pressed the action key (T). The game didn't CTD just kinda froze. So I Ctrl+alt+deleted my way to freedom.
At this point I was so mad with my computer and myself (for not knowing how to fix the problem) I just shut it off and went to bed.
So now I'm here asking for your guys help with this problem and to thank you for sticking with me through this stupid long post. Any help is appreciated. Im at the end of my knowledge with this, the next thing I can think of is re booting Windows in OOBE and if that fails doing a clean re-install of windows (last resort).

about a week before the gpu arrived I installed a new mobo ( Asrock 990fx extreme3 am3+)
and new cpu (Amd FX 8320) into my system and added an extra two sticks of ram (4gb total) since I now had 4 ram slots. I put windows into OOBE mode before the install and everything went fine. I could also detect the speed increase in the system and everything ran great...until the gpu install.
