I can't remember my password on my Windows 7 HP Mini Notebook, and I can't see the administrator user on the Welcome screen even when I press Ctrl-Alt-Del twice, so is there any way to access the manual login screen without pressing Ctrl-Alt-Del twice?

Generally speaking, the global 'Administrator' account died with WinXP, and in any systems after Vista your main user account IS the Administrator account, so there is no getting arround that.

If you have multiple user accounts on the system, and just need to get to a different one when the system is password locked on the current user, then you can press and hold the power button to force it off and do a fresh boot which will bring you to the main log-in screen and you can select your desired user account that way.

Tools to remove and reset win7 passwords do exists, but this sort of hacking goes against the rules of these forums and you will have to do your own research there. The only advice I will give is to trust tools made by hackers as much as you should trust hackers.

Assuming that you really were dumb enough to lock yourself out of your computer, and that you are not attempting entry into a stolen device, then you get to pay the stupid tax: Either contact the manufacturer for restore discs, or else go purchase yourself a copy of win7 or win8 to do a fresh install. In the future I would suggest using an encrypted file to store your passwords, or even keep your password on a piece of tape hidden inside of the case or under the battery where people would generally not think of looking for it.
