Do you currently already have a motherboard? as this is also a big factor in a recomendation
You simply won't be able to max ac4 with a 660 no matter what cpu you get
the best one for your budget would probably be the amd fx 8320 processor which uses an fm3+ socket motherboard

The best cpu you would want for that motherboard for gaming would be the i5-3570k which is about $200

the i3 i listed is the cheapest cpu you can get for that motherboard and is about $130.
Do NOT expect to max ac4 without spending a lot more money. You will be able to play it on medium settings with your budget

Lol see if you can order from the U.S,,,gaming is expensive everywhere else 
...but yeah, honestly, the i3 won't bottleneck a gtx 660 very much, but it will bottleneck anything higher.
