What is the purpose of weights on the wires inside a battery charger?

There are 2 metal cylinders that look like a spacer, one on each cord, the 12v dc & the 110v ac circuits. Each wire loops through one 'spacer'. they are attached together with a tie wrap & are randomly suspended between circuit boards. they weigh 24 grams each, measure 1.125" long, od 13/16", id 3/8". Is this an electronic component or adding weight to a product?

Those are known as ferrite cores and they reduce electrical noise produced by running electricity through wires. It is primarily to meet FCC, or your regulatory organization of choice, for not interfering with other electrical devices.
