and I use a SeaSonic X Series X650 Gold, then the PSU is at less than 20% load.

Does the efficiency of the PSU lower significantly? and, it bad for the PSU and computer parts?

sorry. Well, mm... if the load on a PSU (80+ gold) drops under 20%, does it have any negative effect on the PSU and computer? (perhaps faster aging, etc)

The efficiency will drop yes. As with most components, they are designed to work best at a set load. It won't do any damage though or increase wear.

I see. Is it a significant drop?

And, the PSU efficiency doesn't affect the performance of the computer at all, right?? (as long as the PSU isn't overloaded)
