can't install any OS?!

I have an Acer V5-431 laptop
The hard drive is clean/empty
When I insert the windows 7 disc (boot options is to read DVD first obv) it reads the disc, it says Starting Windows, the flag logo comes up then it freezes, I tried my friends Windows 8.1 disc, it doesn't even read that, just comes up saying no operating system found

This tells me you are not booting from the CD (even though you said you changed the boot order in the BIOS). When you get "no operating system found" this is because the laptop is trying to boot from the hard disk and obviously there's no OS on it because you said the disk is clean.

Both previous answers can be correct. I would suggest trying to install from a USB. This would isolate the cd-rom. Also, instead of letting bios choose the boot drive, you can try entering the boot menu and booting from the CD manually. On my Desktop I think the f12 key does this.

Pearlmam: You are right it's probably better to use the boot menu and manually select the boot device, this way you are 100% sure you are booting from the CD or other source you selected. F12 is probably because you have a Dell laptop. For HP I know this is F9. For Acer, I don't know, he would have to check his manual to find out which key to press.
