I had someone build me a pc in July, which is back when I didn't know how to do it myself. I paid him 1600$ altogether, 100$ for labor included in this.

i5-4670k
8 gigs ram
2 500 GB HD, 1 backup drive
cd drive
Z87-G41 PC MATE (Or related model)
A GTX 660 THAT DIDN'T WORK... (Fan issues... but pretend that it did work and add that into the price.)
Liquid cooling
Some kinda case that he said he had to pay extra money for because it was from Russia (I don't think so)
Windows 7
750W PSU

I think I covered everything. Remember, these prices are from over 6 months ago, so prices may have changed since then.

In that case you got a decent deal, there's a big difference between a 660 and 670 and Windows (which I assume was part of the deal) is $100 on its own. The PSU is good quality and the liquid cooling is somewhere between $40 and $100 depending on the model.

The guy did right by you, I don't see any reason to try and get a refund beyond the broken GPU (which if the issue manifested itself after him handing it over he couldn't be responsible for) .

Let's see... CPU: 250, RAM: 60, HDD: 120?, CD: 20, MB: 125, GPU: 250, LC: 80, W7: 100, PSU: 100, Case: 100.

That makes 1200$+ 100$ for labor. Not that bad or quite bad, depending on the ram, "backup drive", case, psu, and "liquid cooling"...

Agree, no more then 1000 with labor. Did he give you all the software and boxes from the build? If not I would have said thanks, but no thanks...

Well generally, when you pay someone to build a computer for you, you buy the parts and then pay them a labor cost to put them together. If you had him get the parts, then you aren't really paying 100 dollars for labor because he is going to mark everything up.
Noticed this tiny line though, "Liquid cooling". Yet you don't say what exactly you got. I could easily spend 1600 dollars on water cooling gear alone so how could we say if you got ripped off or not? Same thing with your case, you don't say what you got. Or your power supply, or your hard drive, those could be SSDs for all we know. If you list a complete list what you actually got we could tell you. As it is though it is pure speculation on our part since we have no idea what you actually got for your 1600.

Zotac 670 not 660 my bad
Corsair CX750M
Looks like some sort of corsair liquid cooling... not too complicated
Yes all software from build, not sure about boxes...

Thanks man. That's been on my mind for 6 months. What if the parts were used, though? And if I get the money back for that card (Or get the card back and sell it on ebay) Will the deal still be square?

(Card had fan problems and I sent it back to him to get "Fixed." It is currently still in his possession but I'm attempting to get it back atm.
 
If the parts were used you could have argued for a lower price when you bought the thing, but its too late now to try that I think.
More than likely he is going through the RMA process for the card, so in all likelihood you will receive another one or some equivalent from Zotac. If it does come back and he says he cant do anything, there are aftermarket coolers that should work with a reference 670 available.

I knew nothing about computers back then. Because I don't think this Mobo can use i7 processors, what should be my next Mobo choice? (And I already bought a GTX 770, I'm just trying to get some money back.)
