Very slow browsing speeds

[Not sure if this is in the right section, was torn between networking or windows 8, please advise me if it isnt in the correct place]

Broadband Speeds: 70mbp/s DL, 5mbp/s UP, 8 Ping to local servers
Browser Choice: Google Chrome
Operating system: Windows 8.1
Connection type: Wired Ethernet

As you can tell from the title my browsing speeds just recently have been less than acceptable.

I am used to websites loading as soon as I hit the enter button because I have a pretty good pc, and a great connection to the internet.

I usually dont have to worry about websites loading because of my good pc and good connection but just recently when browsing the internet I have been looking at white screen after white screen trying to deal with it, then bringing me here because its getting annoying now.

Rough indication of situation:

When trying to load a new website my browser will take on a white screen and show me the spinning circle to give me indication that its working, however it almost NEVER actually loads the website first time, it will always time out, then I will reload the web page and it will load within a reasonable amount of time, 9 times out of 10 it will time out and then need a refresh before even getting it to load.

Once I am on the website I seem to be able to browse from section to section on the websites with ease and speed, for example if I load youtube.com, it will take a long time for youtube to load, but when it does providing I dont leave youtube I can navigate from there with speed, only when I close youtube and try to re open it again will it be slow.

I dont believe it is my download speed because as I said above I have 70mbp/s and I can download films in about 5 mins flat, even now with my slow browsing I can download files very fast, its just browsing the internet that is slow.

I am personally thinking it has to be an internal error or I have some type of malware, I do have a ubuntu usb drive and I booted from that the other day and browsing was back to how I remember it, hit enter and instant load, so possibly I am overlooking something, possibly I have malware that cant be fixed.

Thanks for taking the time to try and help me out, its not the biggest problem in the word I appreciate, but it does get very annoying when you want to browse the internet and everything you do is slowed down majorly because of some bug.

I would like to make clear that I did have perfect browsing speeds a few weeks ago, for a year or so, its just recently that its gone super slow and I dont know why, pc is still running things like a boss and as I did mention I can download films from things like Netflix in about 5 mins.

P.S I did think it could be a problem with google chrome so I decided to install some other browsers to get a better understanding and they are all the same, I tried internet explorer, M Firefox, A Safari.

Have you tried cleaning your computer with Ccleaner and Defraggler? It's good you figured out that it is OS related and not your hardware or connection. I remember having this problem before and all it took was just cleaning all the gunk out of my computer. Let us know how that goes.

I havent tried any programs to clean the pc, but I did do a little system admin to clean my list of programs, getting rid of things I maybe only used once/ wont be using again and didnt seem to do much, I will try Ccleaner as I have actually heard great things about it.
