Ok people I am pretty new to this all
I have bought 2x gtx 760 and have them in sli
I have a 60hz monitor
I am using fraps and when I get below 60 fps the screen looks really choppy even if im getting 50fps this does not happen when running just 1 card
I Have an i5 3570k @4gh
16gb ram
128gb ssd
Is this normal for sli? or do I have a problem?

Solution
They should automatically lock to the same speed, but yes. see if this helps, if not, make sure to go to the nvidia site and install the most recent non beta drivers for your specific cards :)
make sure v-sync is turned off as it will cause major choppyness if you are falling below that 60 fps mark.
now a little bit of frame shudder may be common in some games with dual cards. the best solution to the is to just downclock the cards by a few mhz (msi afterburner can do this easily, or evga percision x) as to help the two cards stay more in sync with each other
