The GTX 590 is only around 11% faster than the GTX 760. If I were you, I wouldn't risk getting the 2nd hand GTX 590. I would rather get the GTX 760 which is newer and more efficient.
The difference in power consumption and heat production between the two cards is big: 365W for the gtx 590 vs 170W for the gtx 760. So while the 590 is a bit faster for now, the cover overtime would not be worth it IMO
But If I had to go with any card it would be the GTX 590.
The 590 is a beast basically 2 cards in SLI - 760 is a very efficient single card. The 760 will need much less psu and have no headaches associated with SLI. Can you go for the GTX 770?

Depends what the price and how much greater is performance compared to 760?
