Slow transfer rates over local network and USB 3.0

Howdy,
I am having a problem with slow windows file transfers over the local network. Lets do the run down.
The home media server PC has an I5-2500 3.30ghz, 8gb memory 6.5 tb over 4 SATA drives. The largest drive (3tb) 7200rpm, The OS is on a 500gb 5200?rpm and only has 20gb left open. Windows 7 pro 64bit. Gigabit wired.

The laptop has an I7-3610QM 2.3ghz, 8gb memory, 1tb 5200?rpm drive 900gb free. Wireless N
The network is a Buffalo WZR-HP-AG300H. Wireless N, Gigabit router. The server is connected to a gigabit switch, which is connected to a gigabit port on the router, I have confirmed that the Server is connected at 1.0GB with a cat5e wire. The laptop is connected to the wireless at 150mbps. The signal strength is full.

There are other items on the network however they were not powered on when this problem arises.

The problem, when transferring from the server to the laptop I have only 1.5mbps transfer speed. Other than the 5200rpm hard drives and increasing the space available on the server OS.... What else can i do to increase the transfer speed?

I can stream movies to all devices on the network without buffer issues, it just seems to be file transfers between computers that run super slow.

I also have a follow up quest with USB 3.0. I only receive 5-18mbps USB 3.0 transfer rates too. . The external drive is USB 3.0 and so is the USB port. ??
