PNY DDR3 1600Mhz RAM will only boot at 1333Mhz setting

I Have a Gigabyte GA-990FXA-UD3 (Rev. 4.0) using a single 8GB stick of PC 12800 (1600Mhz) RAM. According to the manufacturers website, the MB can handle DDR3 2000(O.C.)/1866/1600/1333/1066 speeds. When I set the 1600Mhz frequency in BIOS the computer fails to boot and the BIOS will reset it to 1333Mhz and boot automatically. I have tried setting the voltage to 1.65v, timings to 9 9 9 24 and resetting the CMOS to no avail. As far as I can see there is no XMP profile setting in this BIOS.

Desktop Memory Model MD8192SD3-1600-X9 is the exact RAM im using. The BIOS is on version f2 which is the latest available. I tried starting the system with a 2gb stick of g.skill ddr3 1600 but it was the same issue, it started at 1333mhz and the system wouldn't boot after I set it to 1600mhz
