How can I lock the speed of my cpu.

Okay so I have a asus p8 h61 m lx r2.0 and a i5 3570k processor. I have tried a lot of things but cant seem to keep my cpu freq at 3.4 it goes from 1.6 to 3.7 while running games which is causing me problems.I get laggin and stuttering issues. I tried turning off the Intel Speed Step that didnt work so now I am hoping that someone can help me thanks in advance for anyone taking the time to help me
 
Solution
You can go into the windows control panel click on power management.
Click Change plan settings.
Change advanced plan settings.
Click proccesser power managment.
Set the minimum to 100% and the maximum to 100%.

The cpu should now stay at max freq even of the workload is low.

I will check this out I am also using windows 7 64 bit cause I forgot to put that in my post.

(edit)Okay I found this in the advanced settings under power options and my minimum processor is at 100% so is my maximum processor state.

not sure if this will help but this is my asus suite II program

Okay thanks for your help I just figured this out under the intel speed step there are a few other options c something cant remember there where 3 or them and those had to be disable as well .
