how to reinstall locale data files

Did a system restore; now getting "unable to find locale data files, please re-install". I cannot open my online banking, my email, & Google search engine.

Is this for google chrome?

If so,

Press CRTL + ALT + DELETE and go to Task manager

Go to Processes and end all Chrome.exe processes

Then try to reinstall Google Chrome.
