i deleted my Windows 7 administrator account and now i cant create a new administrator account

You can't delete the default Administrator account and you can't delete the account you are logged on to actively, and you also can't delete an account unless you are an admin user. So how did you manage to delete your admin account without being logged on to a different admin account? Which means you have two admin accounts and the other one is still good.
