How to set turbo boost properly?

My PC has a 3.4 ghz clock speed with 3.9 if I go turbo

I have enabed turbo in BIO's however it still says 3.4 ghz because im not under load

Is it safe to manually set my clock speed up to 3.9 through BIO's giving it the permanent turbo boost or not?

I think it will throttle down if it gets too hot, even on forced turbo.
If you have any aftermarket cooler, 3.9 gig should not be a problem.

so am i able to increase clock speed even with a locked processor?

what you try to do is overclocking. The cpu would use turbo boost when it need to.

Yes, some locked sandy and ivy bridge cpu's could be overclocked a bit with turbo, but its finished with haswell.

Turbo boost will kick in when the CPU has thermal headroom to spare. It's automated.
