do i need a dust filter for the exhaust fans?

I want to know if i should install a dust filter on the exhaust fans such as the one in the rear of the case where the motherboard IOs are, and on the top where usually 2x 120mm fans go in, in the CM 690 III cases, for an example.

i know that dust filters are only necessary for the PSU and some intake fans, but just in case i want to install a dust filter on the exhaust since dust will go in once the fans are not running.

would there be any performance disadvantages of having a dust filter?

The CM 690 III case comes with a built in dust filter for an optional 120mm fan and for the PSU.

the psu is going to be faced down with the fan facing down, so i don't have to worry about that right?

and does the PSU take in air or take out air? i'm confused of how the psu fan works.
