H100i question about what it does

Ok so my build is i5 3570k 8 GB ram 500w msi z77a- g43 mobo windows 8. No CPU cooler or gfx card yet. I want to get the h100i. But is it actually liquid cooling? I'm confused on how it works and are there any requirements? Because I look at it and it just looks like the top 2 radiator fans are cooling the CPU. Can someone ease explain? Sorry I'm a noob at this stuff. Thanks!

the small block that attaches to the CPU, pull heat from the CPU and it has a small pump in there that pull liquid through it, across the CPU plate, up to the rad, where the fan's pull or push the heat out.

It is a full water cooling setup. The only difference is, it is a closed loop system. You can't open them, you can't add more items to the loop. It is just a CPU cooler .
