My computer won't shut down fully.

So, the first issue was when i tried to run a graphically demanding game( Payday 2) My computer restarted without any warning. This continued for a bit and i assumed it was the power supply. My computer would randomly restart frequently and tell me that the anti surge was triggered due to an unstable power supply. So now i am using a spare PSU but another problem has come up, this started around the time of when the computer was restarting or turning on for a second before shutting down. My current issue is that when i tell windows to shutdown, windows shuts down fully and my monitor goes to a black screen, but my computer remains on until i manually turn it off (fans spinning, HDD spinning, etc) Ive looked in a lot of places and have found no solutions to the problem.

So far, i have updated my BIOS and windows, my current hardware is as follows:
CPU:
i7-3770k
MB:
ASUS Z77 Pro
PSU:
Corsair RM750
Case:
Corsair 650D
GPU:
Asus GTX 670

if any more is asked for ill post it

I built the computer in august and have had no issues till this. I also do not overclock anything. Thanks for the help :)

I don't plan on overclocking...yet, haha
I use windows 7 Pro
I updated my BIOS with no change in the issue
My GPU: Asus Geforce GTX 670
