for 150 bucks the best is probably:

http://www.amazon.com/dp/B00FONIOB0/?tag=pcpapi-20

the default is not amazon for some reason, so just add the amazon one instead, 139.99 with free shipping.

the R7 260x is a 7790 rebadge, so it performs similarly (though probably just a bit better being a newer editions with small tweaks), and fits snugly into your budget

this is Tom Hardware's own review of it, it performs a bit above the GTX 650 Ti in most cases so I'm thinking that it'll trump the 560 Ti too

well a r9 270 or gtx 660 would smoke them but you need to pay 180$ for a card like that. stick with hd 7790 it is fairly close to that 560ti. and it consumes less power 85w vs 170w the 560ti has.

From Amazon, this is your best bet. It's $190, but it will last you a long time and it will spank your roommate's card:

Plus it comes with a free download key for Assassin’s Creed IV:Black Flag.

Or...if you buy from Newegg, you can get this card for $165 (after rebate) and still get the free game:
