Sapphire R9 280x not working, no display

Just got a new graphics cards Sapphire R9 280x and eVGA 1000g2 power supply. After installing both my computer boots up but no signal from any video card port(both dvi's, hdmi, displayport) or from mother board port(dvi and hdmi). Removed new card and re installed old video card and system works fine. Did a bio update on my Intel board BLH67, double checked all my connections, still nothing. I'm quite confused.

So i reinstalled old video card, uninstalled its driver and installed the new drivers for 280x. Installed 280x and got nothing from any port(video card or mother board).

I also tried removing video cards and uninstalling all video drivers and reinstalling, but no go.

Tried reseating the 280x a few times, but nothing seems to work. I know the card is getting power atleast because its fans are spinning so thats something atleast.

I guess i am just confused why I can not even start the computer with the new video card in and use motherboards dvi port. Shouldn't that bypass the video card installed?

I know i can run the computer from the mother board dvi with the new card installed w/o giving the new card power.

I's call Sapphire. Might be a bad card.
