I have a 90 watt PSU HP computer with Intel i3 8 GB of RAM. Will a ASUS Nvidia GeForce GTX 650 Ti work with it when it says it requires 400 watts PSU

90W is not enough to run anything but the lowest low-power discrete GPUs. The GTX650 alone requires more than 100W peak so there wouldn't be any spare power to run the rest of your PC which will require another 50+W. Optimistically, you would need at least a 200W PSU.

Most GPU-less Intel-based PCs these days use less than 100W under full-load so 90W is quite possible. However, I do not think anybody makes 90W PSUs in standard ATX form factor so if OP really has a 90W PSU, his PC most likely has some form of compact ATX PSU variant.
 


Most likely a small form factor PC and I was surprised to see this solved before that was cleared up, may not even support the 650Ti!
