That is probably exactly what your ISP has promised you. If you don't remember what they've promised, call their Support and ask.

If they do deliver what it says on the contract, and you want more, then you will have to talk to them, change plans, pay more every month.

For example I'm getting 6 Mbps download and 0.25 Mbps upload, and that's exactly what it says on the contract I got with my ISP.

In general, upload speeds are way smaller than download speeds. Very few people need serious upload speeds - those who do multiplayer gaming or Skype or have a server.
