First and foremost, here are my computer specs:

Windows 7, 64-bit
Motherboard: AMD ASUS M5A97 SATA 6Gb/s USB 3.0 DDR3
Processor: AMD FX(tm)-4300 Quad-Core 4.1GHz
GPU: GTX 650 1GB 332.21 Driver
PSU: Standard 450 Watt
RAM: 2x4GB 1600MHz

(Keep in mind GPU temp. was always less than 60 deg. C)
I had maxed my core clock at 1202MHz, reset it, and moved onto memory clock.
I got memory to ~3000MHz and then they both suddenly dropped to around 540MHz core and 810MHz mem.

I am now unable to increase the core and memory clock. Please help.

reset the overclock and restart your pc, you may need to reflash the bios or you could have damaged your card overall :(
try run a furmark and see if the clock frequencies alter, if they do id look into reflashing, email your manufacture company and they'll help you:)
