Go with the CAS8. The difference is negligible but so is the power dissipation of DDR3-SDRAM in a desktop compared to the whole. DDR3L (the 1.35 volt stuff) is great for embedded systems and power hungry data centers but it's fluff on a desktop.
It doesn't matter what CPU you are using Intel or AMD the Cas 8 will be faster. The Number is how many clock cycles it takes to do it's operation. This said the lower the number the faster the ram will operate.
