The reason for this build is that Photoshop CS6 is mainly CPU based. GPU does accelerate, but only few functions and filters use it. Anyway, it is better to go with an I5 now, and add in a dedicated GPU like the HD7750 or new R7 equivalent later. Photoshops uses OpenCL which is something that AMD GPUs do a lot better then even more expensive nVid models. The HD 4600 will do just fine for Photoshop and you might not even need a discreet GPU. The motherboard has 4 ram slots, for additional 8 GB later. For me 8 GB is too little for PS work, but since you are on a budget. The main dish for Photoshop is CPU+Lots and Lots of Ram. Good luck.
