Your graphics card is too weak to run that game. Ram and cpu are enough. You should upgrade your gpu to run that game.

If you are running it on 1080p then lowest maybe not possible for 30 fps. I say you should drop down the resolution to 720p and then run on lowest so that you can get around 40 FPS.
