Building Computer, all new components. When we power on, there is continued beeping. It beeps 21 times then restarts, beeps 21 times and restarts - continuous loop.

Memory: Kingston KVR13N9S8/4 4GB 1333Mhz DDR3

Reset CMOS
Change CMOS Battery
Remove CPU
Remove Memory
Reset CMOS
Re-install Memory and CPU
Changed Power Supply
