Graphics card is hot and fan is not spinning...is that normal?

I just installed my first graphics card that has a fan. Within the first half hour I noticed the card is extremely hot but the fan is not spinning.

Is there a trigger in the graphics driver that switches the fan on & off, or is the fan supposed to spin constantly? (in which case it sounds like a defective card) The card is a used VisionTek 1550PCI256 from ebay, runnning under Ubuntu Linux 10.04
 
Solution
It should start up when you power on the PC, if it is not powered up make sure the little 2 wire power connector for the onboard fan is connected on the video card. If that is connected and the fans still don't spin you will need an RMA.
