Helping Picking $200-$250 GPU

I've been looking at graphics cards for over a week now trying to find the right one without dropping $200+ on one and finding out its crap. I've been looking at a number of them and I need as many of you graphics card enthusiasts to help me.
I've seen the:
r9 270 (whatever brand). It's said to overclock to 270x speeds and perform well on ultra graphics on most any game.
R9 270x. Can overclock as well but not much because it comes factory OC?
Gtx 660 (whatever brand). Some have better cooling than others but i dont know what the OC capability of that is as well as performance to price and what not
Gtx 660 ti. Said to be a ton better but yet again, i dont know about cooling, price vs performance, etc.
Gtx 760 it's kinda out of my budget as I want to spend as close to $200 as I possibly can but if the $50 additional jump is WELL worth it then I might as well so I won't have to upgrade for a while. I dont know what the difference would be with the 192 bit vs the 256 bit of the 760 performance wise. Like I said, I'm looking for the best combo of price/performance.
Hd 7870. Said to be able to overclock quite a lot and reach speeds of 270x?? I need your advice, opinions, personal experience, anything.
I also need help finding specific brands of these cards as some seem better than others cooling or OC wise.
Evga, msi, gigabyte, xfx, power color, sapphire, HIS iQ
I'm looking to play anything and everything such as BF4, Crysis, DayZ, etc. I want the highest fps for my money. Customer service plays a factor if I get a shotty card so they will refund easily.
Thanks everyone so much. I can't really tell my specs of my computer for two reasons... I havnt built it yet and I'm still deciding on equipment. I'm stuck between the 8320 and 8350 CPU wise. Don't know if it's worth getting the 8350 due to $50 price jump but seems like its able to handle A LOT of over clocking. Thanks again everyone

You won't be needing the 4gb, and it won't even be able to use it anyway. And no, the extra fan doesn't help it cool any better than MSI's TF actually. And MSI is, in my opinion, better because their cooler is quieter, cools more efficiently, and they have good customer service should anything happen. To say again, 4gb is not needed for what you're doing, it would be a waste for you.
The MSI Gaming 760 at $249.99 would be the best FPS you can get. The cooler is also quiet and nice. With the 760, you will get ultra/high in everything.

About your CPU, save the $40-$50 and get the 8320 and overclock that. You won't really see gaming improvement with either of those overclocked though.

Or would it be better for me to get the 270, save some money, and just overclock it? I mean a $50 difference isn't too much but I'm already over budget as it is but if the 760 is that much better I can stretch. I don't want to have to upgrade again for a few years

Thanks guys! That's what I had a feeling about is to just OC the normal 270. And so with the brand, is a sapphire a reliable brand or should I go with the HIS iQ as I have heard positive things about it?
 


If you're going to be overclocking yourself it doesn't really matter. I just suggested MSI because I absolutely love their Twin Frozr cooler. But Sapphire is a great brand, you won't go wrong either way.
 


Not if you're going to be overclocking yourself. Although with the already overclocked card you're at least guaranteed the clock speed they send you. With the Sapphire one there's no guarantee it'll overclock.

And personally, I would probably go with the MSI, but again, that's opinion based, not really fact based lol
 


Yeah, the MSI is a great card. But overclocking is very easy. MSI has a program that works for any graphics card you can use called Afterburner. All you do it tell it what you want it to do, hit apply, and it does it lol

Oh I got scared there for a second thinking that gpu and a graphics card were two different things that I had to buy haha. So if you got a good unit that time that would accept an overclock. Gotcha. So the $190 sapphire one would be good or do you think the pre-oc'd msi would be better off? Or is there another brand that makes 270's that you think would be better than the sapphire. I think oc'ing the 270 will be a better and cheaper choice. Unless the $30 is better since it guarantees an overclock??
